GLLC Staff

The Great Lakes-St. Lawrence Legislative Caucus is organized and staffed by The Council of State Governments Midwestern Office (CSG Midwest). Each of the CSG Midwest staff members listed below contributes to the management and operation of the Caucus as well as to GLLC-related publications.


Jess Lienhardt

Great Lakes Program Director, CSG Midwest

Jess is CSG Midwest’s Great Lakes program director. In this position, she guides the many activities and services provided to state and provincial legislators through the Great Lakes-St. Lawrence Legislative Caucus (GLLC) — a binational, nonpartisan organization of state and provincial legislators working together to protect the Great Lakes basin. Jess attained her master’s degree in public policy from Michigan State University and holds bachelor’s degrees in political science and history from the University of Michigan-Dearborn. Tim Anderson

Publications Manager

Tim’s staff support to the GLLC includes compiling the state/provincial and federal legislative trackers and writing for the quarterly e-newsletter. Tim currently serves as publications manager and staff liaison to legislators from Michigan and Nebraska and to the Midwestern Legislative Conference (MLC) Education Committee. He has a bachelor’s degree in education and journalism from Butler University and a master’s degree in political science from Northern Illinois University. Jon Davis

Assistant Editor

Jon began working with the Caucus in 2019, assisting with the quarterly e-newsletter, the GLLC’s web meetings, and the Task Force on Lead. He is the liaison to legislators from South Dakota and Wisconsin, and to the MLC Health & Human Services Committee. He has a bachelor’s degree in English from the University of Wisconsin-Madison and a master’s degree in public affairs reporting from the University of Illinois at Springfield.
